Dr. Williams is an addictions health services and disparities researcher and an implementation scientist. She has a joint appointment as a core investigator and co-director of the post-doctoral fellowship at the Denver-Seattle Center of Innovation for Veteran-Centered Value-Driven Care at VA Puget Sound Health Services Research & Development and an Professor of Health Services and Director of the Doctoral Program in Health Services at the University of Washington.

Her work is focused on increasing access to evidence-based treatments for unhealthy alcohol and other substance use in primary care settings, as well as specialty settings serving patients with HIV and Hepatitis-C, and understanding equity in this care for vulnerable patient populations. Dr. Williams completed a VA HSR&D Career Development Award. Her work has included epidemiologic evaluations of alcohol screening questionnaires; descriptions of, and outcomes associated with, patient readiness to change drinking; evaluations of racial, gender, and geographic disparities in the correlates and management of unhealthy alcohol use in the VA; and mixed-methods evaluations of the VA’s implementation of alcohol screening and brief intervention—an accomplishment for which the VA has been recognized as an international leader. She currently leads research focused on understanding patterns of alcohol use and care across transgender status, tailoring and testing practice facilitation to implement evidence-based alcohol-related care in hepatology clinics, and increasing access to medications for opioid use disorders in primary care.

Dr. Williams has authored over 100 peer-reviewed publications and has served as an Associate Editor for Addiction Science & Clinical Practice since its inception as an open access journal in 2012. She serves on the board of the NIDA-funded NYU Substance Abuse Research, Education, and Treatment training program and on the Addictions Health Services Research Conference planning committee. She completed undergraduate training in political science at Lewis & Clark College, a master’s degree in public health law at Boston University, a PhD in Health Services from the University of Washington, and a fellowship with the Implementation Research Institute at Washington University.

Informing and promoting Shared decision making for HIV Prevention and Alcohol Reduction: Engaging Diverse Veterans to Refine and Pilot a Decision Aid (SHARE Study)

Optimizing pre-exposure Prophylaxis (PrEP) access is crucial for ending the HIV epidemic, particularly among marginalized populations. However, unhealthy alcohol use is a central modifiable risk factor for HIV incidence. Few HIV prevention interventions exist that synergistically address both.
Research is needed to understand PrEP uptake among individuals with unhealthy alcohol use and to develop scalable patient-centered interventions that synergistically address harmful alcohol use and HIV.
The proposed sequential mixed methods study will use a co-design methodology guided by a Community Advisory Board in the nation’s largest provider of both HIV and alcohol-related care to examine PrEP initiation and persistence among patients with unhealthy alcohol use, including those from marginalized subgroups and tailor and pilot a decision aid to foster shared decision-making to enhance uptake of PrEP concomitantly with the provision of evidence-based alcohol-related care.

Applying Critical Race Theory to investigate the impact of COVID-19-related policy changes on racial/ethnic disparities in medication treatment for opioid use disorder

Role: Co-PI with Jessica Chen
With the rise in opioid use disorder (OUD) and overdose, racialized disparities in buprenorphine access and use are a significant concern nationally. Studies estimate that Black patients with OUD are 50-60% less likely to access buprenorphine than White patients, and similar disparities exist for Hispanic/Latinx patients.
COVID-19-related policy changes increased flexibility in providing buprenorphine and other effective medications for OUD over telehealth. They presented an unprecedented opportunity to examine the impacts of a structural intervention—relaxed MOUD restrictions—on disparities that result from structural racism and discrimination (SRD).
The proposed study, guided by Public Health Critical Race Praxis, will use data from the nation's largest provider of substance use care and quantitative and qualitative methods to examine the impact of these policy changes on racialized disparities for Black and Hispanic/Latinx patients to inform future policy and interventions to improve equitable care for OUD.

Evaluating Practice Facilitation to Optimize Alcohol-Related Care and HCV Treatment Outcomes in HCV Treatment Settings

Hepatitis C virus (HCV) is among the most common chronic viral infections in the United States. It has surpassed all other infectious diseases as a cause of death. Unhealthy alcohol use is dangerous but common among patients with HCV. VA has increased access to treatment for HCV patients, including requiring all patients with HCV to be considered for HCV treatment regardless of alcohol use.
Yet heavy alcohol use could impact adherence, response, and subsequent liver outcomes. Offering evidence-based care for unhealthy alcohol use concurrent with HCV treatment provides an opportunity for those affected.
This study will tailor and test a practice facilitation implementation intervention to increase access to evidence-based alcohol-related care during HCV treatment. If effective, this intervention can potentially optimize Veterans’ health by reversing the devastating impact of alcohol use on HCV outcomes. It will lay a foundation for clinicians in liver clinics to address alcohol use among patients with other chronic liver conditions adversely impacted by alcohol use.
